Abstract

The following article discusses the analysis of the regulation of the free movement of persons in the context of counter-terrorism measures, with emphasis on the free movement of persons, which is one of the four fundamental freedoms. It is a fundamental right guaranteed by the Treaty on the Functioning of the European Union and is also a fundamental principle of European citizenship. The adoption of the Directive on the use of Passenger Name Record (PNR) data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime has created some restrictions on the free movement of persons.
