Abstract

This paper analyses the effectiveness of enforcing monetary and non-monetary obligations under the general administrative procedure act and the enforcement code, focusing on the compulsory enforcement of decisions ordering the demolition of buildings and the imposition of fines for construction-related offences. The study includes a quantitative descriptive analysis aimed at identifying the preferred method of enforcement among administrative authorities and examining whether the choice of an appropriate enforcement method is regulated by internal guidelines. The research was conducted on a sample of building authorities from the municipal districts of Bratislava and Košice. The findings reveal a discrepancy between the theoretically more time-efficient method of enforcement and the actual practices of building authorities. The results provide insights into administrative authorities' enforcement preferences and may contribute to optimising enforcement practices in this field.
