For this reason, too, several steps have been taken at the international and national level to create an optimal legislative and institutional framework for the elimination of this undesirable security phenomenon. The aim of the author was, on the basis of a wide range of analytical methods, to assess the sequence and coherence of these steps in the context of the identified needs of social practice.
